"The 14th Five-Year Plan for Energy Development in Zhejiang Province"

Promote the application of hydrogen fuel cell vehicles in urban public transportation, ports, intercity logistics and other fields, and plan to build nearly 50 hydrogen refueling stations by 2025. Explore the application of hydrogen fuel cell cogeneration system. Make good use of the province's industrial by-product hydrogen and other resources, and explore the development of hydrogen production pilot projects from renewable energy sources such as wind power and photovoltaics. Strengthen the advantages of hydrogen production in the upstream of the hydrogen energy industry chain, cultivate the hydrogen production industry from renewable energy, and extend the development of the hydrogen energy storage, transportation and refueling industry. Actively carry out the formulation of local and industry standards in the fields of hydrogen energy utilization, energy storage, energy efficiency, and power demand side management.
Break through a number of key core technologies. In the fields of renewable energy development, hydrogen energy, energy storage, energy conservation and emission reduction, focus on breakthroughs in key core technologies such as photovoltaic modules, gas turbines, deep-sea wind power, hydrogen energy production, storage and transportation, electrochemical energy storage, and carbon dioxide capture, storage and utilization. Relying on the green technology trading center, promote the transformation and application.
Promote the development of energy equipment industry. Fully support the sustainable development of energy equipment industries such as wind power, photovoltaics, energy storage, and hydrogen energy, and encourage enterprises to transform from simple equipment manufacturers to comprehensive service providers. Give full play to the province's complete advantages of the photovoltaic industry chain and make up for the shortcomings of the wind power industry chain. Promote the development of a new type of electrochemical energy storage industry that is safe, efficient, green and environmentally friendly, and build an industrial chain of retired power battery recycling and energy storage reuse. Strengthen the advantages of hydrogen production upstream of the hydrogen energy industry chain, cultivate the hydrogen production industry from renewable energy, and extend the development of the hydrogen energy storage, transportation and refueling industry.
Implement a number of engineering projects. Build a number of integrated bases for "wind-solar water storage". Support Zhoushan to build a clean energy green conversion hub, and encourage the construction of near-zero carbon/zero carbon emission projects in areas with good foundations in the Pilot Free Trade Zone. Build a near-zero carbon future city (park) around the nuclear power base. Explore the construction of a number of comprehensive sites with functions such as natural gas, energy storage, hydrogen energy, and fast charging and swapping.
